Overview of the Operation and Management Project in Mesopotamia

I.Project Names:Tiaodun River Basin Comprehensive Water Environment Improvement Project and Xiaojiaba River Basin Comprehensive Water Environment Improvement Project “EPC+O” Project.

II. Project Location: Liangjiang New Area, Chongqing, China

III. Project Scope

The project covers "3 rivers and 6 reservoirs," including the Tiaodun River and two reservoirs (Xiaojiagou and Changtiangou), as well as the Xiaojiaba River, Maoxi River, and four reservoirs (Gaoshi, Duanqiaowan, Caijiagou, and Majiatang). The total basin area spans 27.7 km², with a combined length of main and tributary waterways reaching 27.9 km. The total water surface area of the lakes and reservoirs is approximately 800,000 m², and the total storage capacity is about 4.5 million m³.

IV. Key Management Components

The comprehensive utilization project for urban water ecology enhancement in the river basin adopts a lifecycle-integrated operation and maintenance model guided by long-term compliance with performance benchmarks. The primary objectives are to ensure drainage safety, restore aquatic ecology, create riverine landscapes, enhance waterfront value, and promote comprehensive urban development.

(A) Pipeline Network Operation and Maintenance

This includes the operation and maintenance of facilities and equipment such as municipal stormwater and sewage pipelines, interception wells, storage tanks, box culverts, inspection chambers, well frames, manhole covers, and river outfalls (excluding internal pipelines within
residential complexes)

(B) Water Area and Shoreline Engineering Operation and Maintenance

This includes the operation and maintenance of facilities and equipment such as reservoirs, river embankments and revetments, ecological flood interception channels, ecological reservoirs, weirs, siphons, and related infrastructure.

Landscaping and Greenery Maintenance: Covers the maintenance of lighting systems, landscape plants, pavements, structures, buildings, as well as river and reservoir cleaning (including water areas, land areas, emergency cleaning of river channels, and garbage collection). Also includes shoreline cleaning (plazas, parking lots, green belts, signage, etc.), public facility cleaning, road operation and maintenance, daily inspection and upkeep, along with pest control (including disinfection of the "four pests" and termite prevention).

(Note: Caijiagou, Changtiangou, and Xiaojiagou are operated as full-park areas.)

(C)Water Environment Management Engineering Operation and Maintenance

This includes the operation and maintenance of facilities and equipment such as water purification stations, magnetic coagulation units, initial rainwater retention tanks,constructed wetlands, and hydrodynamic circulation pump stations.

(D) Maintenance and Operation of Water Resources Protection Facilities

This includes the maintenance and operation of signage, safety monitoring equipment, lifesaving facilities, emergency supplies, branch pipes, channels, inlets/outlets, pump stations, initial rainwater retention tanks, and related infrastructure.

(E) Aquatic Ecological Engineering Maintenance

This includes the operation and maintenance of aquatic plants, aquatic animals, wetlands, water quality maintenance facilities, and related systems.
